Here is what I have.... a mid 70's Evinrude that I believe the engine is locked up on due to being submerged in saltwater the last 2 hurricanes. The prop still turns though so that leads to my question...
1. Can I remove the foot from the engine and install a lawn mower engine on the foot?
2. Will it work?

yeah it will but putting a small hp lawn mower on a 70hp lower unit wil be slow and the gear ratio for the lower unit will prob be to much for a small motor. if you had a 9-25horse lower unit it would work better. have seen people do it before and know a guy who put a 27horse kohler on a old 35 evinrude lower unit and got around 25 mph out of it.

Sorry, I forgot to put the hp. The year is mid 70's, it's a 15 hp.

if you can still turn the prop its either not locked up, your drive shaft snapped in two or the prop is spun...

It's probably not locked up, it's just not worth trying to fix the engine since it was completely submerged in saltwater twice in floods
