Not video but I use VIBER to talk to my brother who lives in Argentina. It's a app that let's you talk / text 4 free internationally

I use Tango and all u need is 3G rather than wifi

probably going back to an iphone when i get home so I can use facetime, had just about enough of the galaxy. will check out tango in the mean time
