Interim Globalstar Regulatory Update - December 22, 2016
We have learned that as of close-of-business yesterday, December 21st, three (3) favorable votes have been registered in the FCC Commissioner electronic voting system for approving Globalstar’s revised Terrestrial Low Power Service (TLPS) proposal. Significantly, both GOP Commissioners now support the revised proposal. The proposal requires bipartisan support to be approved in this Post Election period We have learned that: ? Chairman Wheeler, Commissioner Ajit Pai and Commission Michael O’Rielly have already voted in favor of the revised decision authorizing TLPS. ? Commissioner Mignon Clyburn’s favorable vote is expected shortly (her support for TLPS has never flagged), and end-of-year travel and logistics are the likely reason she has not already voted. She can vote electronically and we expect her favorable vote imminently. ? Commissioner Jessica Rosenworcel’s position remains unclear at this juncture, but Chairman Wheeler has effectively neutralized her by already securing the majority needed to approve the item. Even in this unusual Post Election period where only non-controversial and non-partisan measures are moving, a 4-1 vote is sufficient for approval. Takeaway: In the last 24 hours, Globalstar has apparently secured approval for TLPS before the end of calendar year 2016, Commissioner Rosenworcel may still possibly inject modest delay in the process by declining to vote altogether. But, we do no believe that to be the case. Under current FCC procedures, however, if an item has three votes on circulation, it can trigger “must vote” procedures, requiring the other Commissioners to vote by a set deadline, usually within a couple of weeks. Accordingly, even if Rosenworcel wanted to stall the item on behalf of unlicensed interests that she is closely aligned with (we have no knowledge of such an effort on her part), she could not delay her vote until the Presidential Inauguration and Chairman’s Wheeler’s announced departure. While possible, we view such behavior as unlikely. We are collecting additional information on the status of the vote and seeking confirmation that no untoward one-off terms or conditions slipped into the item on the 8th Floor, and expect to circulate a second interim alert during business hours later today. |

We just concluded a very positive meeting with GSAT management hosted by Odeon Capital. Key takeaways: 1. The Company is in active discussions with strategic partners that include major Tech Co.’s and carriers including and not limited to: TMUS, S, VZ. T, CMCSA, CHTR. AMZN is testing GSAT spectrum; unclear for what purpose. Strategic partners are somewhat still constrained by the ongoing Broadcast auction which has been a limiting factor in discussions. 2. Importantly, GSAT’s spectrum is a global asset and while many tend to focus on just the US spectrum, International is the larger band. Several players understand the global nature of the spectrum which is what makes it very valuable. 3. GSAT plans to file for International approval in 10 countries by year end – currently filed petition in three countries and another one is expected by quarter end with coverage of 6.2M MHz-POPs. The goal is to get to 9.9B MHz-Pops globally. 4. No realistically achievable amount of new spectrum resource can currently service even the most conservative demand for mobile data requirements. GSAT’s spectrum is unique in its support of small cell deployment and it’s band holds physical, regulatory, and ecosystem qualities that distinguish it from other current and anticipated allocations. |

Telecom Services: Globalstar Meetings Highlight Spectrum Optionality Globalstar recently received FCC approval for terrestrial use of its 2.4 GHz spectrum. With no build-out requirements, this could be another option for carriers evaluating their spectrum position following the completion of the Broadcast Incentive auction. Holders of 2.4 GHz spectrum. We recently met with Globalstar management and gained additional perspective on how their 2.4 GHz spectrum could fit into the rapidly changing wireless environment. The company appears keen to ?derisk? the business by partnering with somebody who can deploy the spectrum in their business in the US, and possibly internationally. In the near term, Broadcast auction anti-collusion rules limit conversations. Newly approved spectrum has no build-out requirements. Globalstar received FCC approval to use its 11.5 MHz of 2.4 GHz S band spectrum for terrestrial purposes on Dec. 23, after scaling back a more ambitious proposal to combine this spectrum with unlicensed spectrum. We note there will be no terrestrial build-out requirements, allowing targeted use in dense urban areas. The company believes that this spectrum will be suitable for indoor and outdoor small cell deployments by carriers, cable companies or tech companies. Using the TD-LTE standard should shorten the deployment cycle to include the chipsets in transceivers and devices. The company has already filed applications for terrestrial authority in three other countries, with more to come initially targeting an additional 375M pops. Their satellite license from the ITU covers some 194 countries, they also have spectrum holdings in the 1.6, 5 and 7 GHz bands. Separately, Globalstar continues to push forward with leveraging their new upgraded satellite constellation with new product launches in the pipeline. The wireless industry can evaluate spectrum options after the auction ends. The company is open to a variety of solutions to ?derisk? the business including leasing the spectrum via a traditional lease or a prepaid lease. We believe the rapid growth in mobile data is creating demand for additional spectrum, with Verizon and T-Mobile potentially the most interested in adding to their spectrum portfolio. Globalstar is but one potential option for these companies, with Dish, Ligado and unlicensed spectrum also in the mix. Once the spectrum auction ends, we could see a flurry of strategic activity in the wireless space. |

All BS aside guys, I know y'all that are invested hope it runs, hell, I hope it runs for you guys too. But what are your honest thoughts on where it will go? Will it get back to $4 a share witihin the next month? Or is it headed further south of $2?

I don't think it will go north of 4$ until they announce partners . When will that be? Hopefully soon , maybe not until they get the international approvals they are trying for. I would love to see it happen soon but I'm prepared for the long haul . If it goes back down below 1.30 I will buy more . Are u on facebook? There is an auction going on right now at the FCC for some spectrum rights. Companies who are bidding on spectrum are not allowed to discuss publicly any ongoing deals that may be in the works. The FCC doesn't want it to affect auction prices. So until that is over with, we wont hear any news about partners with Globalstar. I think it ends in March sometime. All we really need to see the share price rise is for the company to publicly announce its plans. It's just tough waiting. I've been waiting over 3 years so a few more months won't hurt. I just keep buying when I get extra funds.
