Faulty onboard charger?
 
How can you tell if an onboard battery charger is not "cutting off" besides it crying batteries? It's obvious when one is not charging but what about over charging?

Check the voltage after it stops charging. What makes u think it is over charging? Mine stayed on for a long time to charge a battery but found out later about three months later battery went bad. Had a bad cell.

Cell's boiling over. I think. Went to unplug it and there was acid on top of battery. Had one before that fried a new battery cause it wouldn't shut off. Battery needs to be changed but don't want to put a new one and hook up a bad charger to it.

yep same thing mine did it was the battery. Best is to charge a good battery with another charger and then hook up the on board one and see if it keeps and charging the fresh charged battery. It will kick on for little while so don't be alarmed when it comes on. Takes it a while to go its cycles to confirm its fully charged
