Growing cover around/in ponds
 
Need to grow some cover grasses to hunt in.
I've got a few open water areas that no longer has any cover around/in them. We cannot control our water, which is a big problem.
One used to have Cattails all over and around it, maybe a 15 acre pond averaging 3ft deep. Tried scattering Sudan/Sorgum grass seed around moist soil edges last summer, nothing took.

cows are turned out in the area periodically. I'm sure i need to stop that to get anything growing (?)

Can you re-stimulate the cattail growth?
I have heard of people tossing old hay bales out in the water. Will this stimulate growth?

It's just way too wide open to hunt in and need some sort of cover grass/cane that can grow in/around our shallow ponds (flooded cow pastures). Please help!
