THey have been knowing about it for years, it just took a couple of bad hurricanes to tear into New Orleans to make them do something about it.
If Katrina never hit, it would still be the same. Rita didn't hit the right place.
Rita should have hit right behind Katrina, SW La. will never get the same kinda
attention as SE La.
