There are different types of dog training. Some do not need a requirement or a license. Such as obedience training or retriever hunting. Certifications are usually acquired by trainers to prove there credentials as an accomplished trainer. But not required by law. Other types of training do require licenses and legal permits for obvious reasons. When I trained police and military dogs, I had to be licensed by DEA to handle narcotics. And to handle explosives it required a whole list of criteria to meet.

So a capt. license is required for legal reasons, like taking customers on a boat. Kinda important that you know the rules of the water. Like releasing explosives and drugs in the hands of the wrong people.

No real danger if a dog doesn't sit. Not a legal matter.

Raymond and Pookie have the same about of PROOF as a dog trainer so I sent my two dogs to each one

i hunted with D and his dog this year, i winged birds that went down far as c h i t from the blind and his dog came back with em no problems , on multiple occasions. i dont duck hunt religiously like some of you and im not claiming to know **** about it ...but i though it was pretty friggin impressive

Someone didn't do their homework, normally anything over $2,500 is RSVP. That breeding will never sell out at $4,000 if they have to advertise and ship via wheels from Canada.
It's normal for people who have no clue what other I dust ties are like to over simplify how they work. Training dogs has evolved into a sience and those who don't evolve with it get left behind and throw rocks.
