specks can be sold?

Heard from a bud last week who lives in North La. He said a guy was up near his home selling specks, "on the hoof", for $1/lb. I told him I thought that was illegal because specks are a game fish, but maybe I'm wrong. Can the commercial guys sell specks? I'm guessing that he was selling some other type of fish and calling it specks.

There are a few a licensed commercial speckled trout fisherman left in the state. Fella was probably poaching though.

I think there are 13 licensed commercial trout fishermen. Im sure he was poaching cause normally it sells for around $12.99/lb in stores. Youd have to have a lot of trout to make that worth while.
