I would have no idea on a personal level! I just think that a guy with that capability/desire could pose a serious threat to women near him. If they wanna leave the bond that low, require evaluation prior to release to "check the guy out."

Just imagine if the guy is released and he goes off and does something even more obscene, there will be lawsuits everywhere and a woman/women with emotional scars that will never go away.

Some people are messed up! Their was a man who lived around the corner from where I grew up, and not only did he get caught necked once in wallmarts parkinglot not a second time by lowes garden center on sunday but a third time at linens n things, you guessed it choking his chicken while the ladys walked by! Arrested every time and posted bail every time. he still lives in the same house, but I belive he's a little more descreat about his play time now. You would never know it about him either the guy acts as strait as they come.
