I dont think the saying is meant to say any stranger in the neighborhood should correct/teach/discipline your child, but for the people that will will be a constant in his/her life will. There are times that my son is left with my parents and close friends and I hope that they correct my child if he misbehaves. I dont have a problem with them whipping him or putting him on his knees if he is acting up. At least he knows that there will always be consequences even if I'm not around to see. I remember my dad used to tell the people I was left with "If he acts up whip his a$$". and if they did I would get another a$$ whippin when I got home. If you ask me, thats whats wrong with kids today. They know they can get away with anything when the parents arent around with no consequences for acting up.
