The key words are: along the Border [of the river,lake, etc.]

If you stay in the main river.....all you need is a licence from the state where you launched your boat.

You can not go up into any kind of cut or marsh on the opposite side of the river......if you don't have a licence for that state.

That is my understanding of the LA and TX laws.
