Whatever side you launch from dictates the laws that you must abide by, regardless of which license(s) you hold.
On Sabine (SW) you can fish the entire lake with either license, but like someone else mentioned, with a TX license your boundary limit is the LA bank - i.e. you can not go into the bayous and channels…I presume the law is the same for LA licenses in the fact that you are limited to the main lake...
