Your right. When I fish the Jetties my motto is bait big enough that the hardheads and gaffstop can't get it. It is amazing what those 3 lb hardheads can eat.
If the bait is big enough the cats and gaffstop will pick it up, drag it a little and then drop it. Sometimes they leave it alone long enough for a bull red to pick it up.
