They sell motors there, but the lady could not give me a price that is what I don't understand. She said I would have to wait on the owner who was talking with someone else. Even went as far as to say someone asked her that question before and it was someone 'undercover' trying to get her

Sounds a lot like the mattress police coming to get you for taking off the 'do not remove' tag on a mattress. The motor was a Tohatsu, so maybe its just a Tohatsu thing I don't know and the more I think about it the more confused I get. So if anyone goes in there for any reason, ask the lady behind the counter the price of a motor and just see what she says. They were great with everything else
