The NWR,Sabine/Laccasine are already divided by units and it wouldn't be very hard to design a lottery system draw prior to the season based on acreage and carrying capacity of each unit. Sabine has <100,000 ac, it could easily support every hunter who wants to hunt with better results for all with a system. Laccasine already has a lottery for geezers on the Streetrr Unit so I don't see why it couldn't work refuge wide.
