To me term limits are needed because people tend to get complacent. When you work at the same job year after year, productivity tends to go down. In the military, you get reassigned to different duty stations for this very reason plus it keeps people from the 'good ol boy system'. Buddies tend to help their buddies and promote their buddies.
New people tend to have new ideas and are ready to hit the ground running
