Probably a raster to vector converting program. We have one at my dads shop that I use mainly to draw letters to cut out. You can actually scan a picture or copy a picture from online (raster file) and convert it to lines that AutoCad can identify (vector file). Even using this software, that is an extremely time consuming and impressive work of art that takes a boat load of talent. I know I couldn't do it! Lol
