call a few well know hotels down there with good reputations for customer service, the ones they use or recommend must be reliable even if not the best because it reflects back on them
beyond that all I can say is go down there, walk the marina and look at the boats and the gear they use, that says everything about if they are fly by night operations by the local yocals or real charters.
