im not a fan of welding anything like that because you WILL have to replace it at some point and you cause the trailer to rust as soon as you weld on it

+1 that's the best way to do it

otherwise simply raise the boat off the trailer with blocks so you can roll the trailer out to work on it.

it really is very very easy stuff to replace so it would be a shame to waste $ paying someone to do it and only you will do the best job as anyone else will just be looking to get paid and not make the extra effort to do any routine maint. like cleaning up any rust and painting or replacing old bolts while they are at it.
