Down side - more impact to innocent lives from stoned/high users. Look at Colorado who is trying to respond to the 190% increase in related accidents with injuries on the slopes. (caused by stoned people on the slopes and not good for the ski industry).

I could go on and on - but so be it!

Colorado will trade revenue for injuries... Don't forget to check their new tax income, and don't forget to check out how nice all their towns will be in the near future.
