The earliest I've caught trout in the surf in GI is 2nd to last weekend of April. I remember it was rough as shizz, but my lil bro and I braved it on a wade at Elmer's. Used Beetles and DOA Shrimp as I recall. Fish were nice quality, but not big numbers. Water had a chill but was comfortable enough. Can't remember how cold the winter was, but this was in '02.
If the surf isn't on, the open bays should be. The fish should be in transition from the marsh to open water and around the passes. Wouldn't doubt they're moving now.
