I am assuming your using a spinning outfit (since most of the surf rods of that length are spinners)

You absolutely want to spool your reel with a good quality braid, Using mono of a sufficient size to deal with big reds and black drum is going to affect the castability a lot.... either 30lb or 50lb power pro would be good lines to use.

you want 4-6 ounces with a 12 foot rod (start with 4), you want to leave about 4-5 foot of line hanging from the tip of your rod down to the weight... the lay it down like in this video and graphic... and then cast it like in the second video..
