If I understand you correctly the northern section of Pavy is a broad flats that rises on the the western edge exposing the reef on low tide. This ridge goes SE then E in a dog leg. I've never caught much on the eastern flats. Normally we cast over the ridge looking to see which side the fish is hanging on. Top water will work well in this area.
