I bought a single axle boat trailer from Jerry's Marine last Nov/Dec for around $1500. It is pretty stout and galvanized, rated for boats up to 2000 lbs or so.
Whether you need brakes depends on the weight of the boat and the capacity of the tow vehicle. If you are only pulling 1/3 the weight of the towing capacity, I don't think you really need brakes if most of your towing is on flat roads. I have not checked LA law on this though.
I also doubt I would spend the money for a "saltwater package" for a replacement trailer for an older boat. This seems like an attempt at upselling to me. Will any trailer last 20 years in LA without careful rinsing after each salt water use? Since a careful rinsing is needed anyway, what is the real advantage of the "saltwater package"?
We take 20-30 minutes after each saltwater use to rinse the boat and trailer. Usually two people work on the boat and trailer while one person works on rinsing the rods and reels.
