It's called common courtesy.

If you don't give up the left lane, you are forcing faster traffic into the slower lanes, which makes you the most dangerous driver on the highway. The fine for impeding the flow of traffic is quite a bit higher than the fine for speeding for that reason. Don't move over for a cop and you'll probably get a ticket for impeding
and for speeding.
eman - You aren't required to move to the shoulder to let someone pass. The info above is only when there is more than one lane travelling in the same direction. However, most Texans do move to the shoulder to let faster traffic pass out of courtesy.
