Default Registering a boat

So I bought a boat in 2013 when I was home on leave when I was in the military. Shortly after I left and went back to North Carolina for 5 months or so until the end of my contract. The boat sat at my dads house until then. I did not register it and when I was in North Carolina I called WLF and they told me there is no penalty for not transfering the registration within 15 days.

Since I got out with trouble finding a job and other bills I have not had much money to do anything with the boat. I managed to fix it a bout a year ago but only because the parts were fairly inexpensive.

Now I have the ability to get it registered in my name and fix the other stuff on it that needs to be done. But here's the deal

It is a 12 ft aluminum flat with a mercury 6 on the back. I am looking at the application and it gives a fee schedule for 25 hp boats and above.

What would I have to pay since it is not above 25 hp? What is the exact things I need to indicate on the form to accomplish getting it registered in my name? Do I need to transfer the expired registration or just do a new registration? Is it going to be the $23 registration fee or do I need to pay the extra $8 for the transfer too?

I would have to look at my paperwork, but I think we did the boat and motor title transfer when I bought the boat at the titling place in Lake Charles.
