Okay. I'm late to this party and got tired of reading at page 5. But these are my thoughts on the matter. This is just my interpretation of the things being said.

1.) The problem does not lie in that whether or not the people being rescued care who rescues them. The issue is when guys who are not handy with a boat, or out with their buddies and a bucket of beer, or whatever may be turning from good Samaritans trying to help into another sunken boat full of buddies and possibly already rescued individuals turning into another group of individuals needing rescue with then in turn takes away from the overall rescue efforts.

2.) I don't believe that they expect everyone to stop and wait for LEO it first responders or FEMA to come in and tell them what to do. But what I do believe is that if you have trained civilians there are out there they can use what they've learned to organize their fellow Cajun navy brethren to be as organized as a bunch of coonasses in boat can be.
