Maybe he likes you, maybe he was just doing his job. I doubt he had dollar signs in his eyes, it's not like whatever he could fine you for was going to be a huge hit.
Ease up a little buddy. I'm sure if he were hard up for the loot he would have made up a bogus fine to pin on you, being that they are so evil and all.
