I recently bought out of state. You have to download form R-1331 from the department of revenue. It has instructions on it. You either have to send in your state taxes, or go to baton rouge and pay them. They will fill out their portion of the R-1331 showing your state taxes paid. You then take that form to your parish tax collector. In St. Tammany parish it is in the sheriff station. You pay your parish taxes and they fill out their portion. You then send that into LDWF along with their boat registration form and fees to register your boat.
If you can, I recommend going to baton rouge in person and paying your state taxes. They are known for loosing forms or taking weeks and weeks in some cases to get the form back to you.
