I have a friend of mine that rides ATV's all over the United States...I specifically remember him saying that Oklahoma and California required them because of the huge sand dunes but he also said most every state they went and rode required them....
He said they really help you...I know I'm comparing atv's to boats but it's the same concept...
They were hard core riders, I used to laugh at him all the time because he carried spare flags and rods because someone was guaranteed to crash big time and break their flag....
