Well, there are 2 different ways for me.
If I have a lot of time I melt some butter, add onions, celery, bell pepper and sauté that down. Then I add some flour and make a blond roux adding milk or cream and cook that down for a while. I add a small can of tomato sauce to give me the color I like and cook it for a while then add shrimp.
If I'm pressed for time I used all steps but I swap out a can of cream of mushroom and a can of cream of celery in place of the cream and flour.
Never had any complaints either way.
