I'm having similar issues with my Carolina Skiff J16 w/ 25hp Mercury. When I got it the Tab under the cavitation plate was stripped and would turn so I changed that and the tiller stiff pulls hard left making the boat want to turn right. even at idle speed. Not sure if I have to lower the jack plate or start looking at the prop pitch.

Mine pulls to to right but only because I sit on right side of boat. Vise versa same if I wanted to try it the other way. Now I have tried messing with the zink tab and I have it set perfectly. Motor is perfectly center. Motor only pulls when I'm first getting on plane. After that when I'm on plane and motor is trimmed out its so easy to drive I could do it with one finger.

You have to adjust the tab until it has no pull and not hard to turn . Turn it a lil one way , if better turn till it where it suppose to be . If you have an owners manual it should tell you which way to turn for what its doing . I don't remember which way it goes .

Do what they said above about the trim tab.
