Default Falling water in the basin

It seems the general consensus is that the water dropping is better fishing in the basin than when it is high.

Why is that? Is it because the fish are more accessible?

When the basin water is too high, the fish get back in the trees and are hard to find.

When the water starts falling, it usually clears up.

So the combination of fish moving out of the woods and clearer water = better fishing.
