Headknocker Tide chart help???

What's up with this damn tide chart. It says falling tide until 9:30 ish, right? Well my buddy went to Big Lake this AM and fished the weirs early. Tide was going in at 7AM! ! ! Tide went slack for a while. Don't know when it dropped. What is the reason for the disparity ????

When the lake is at low tide, the marsh is still a little lower. The chart is showing [predicting] about a 1 foot drop, at the Jetties. At the wier the Hi to Lo might only be 6".

I was back there last week. Water was coming in hard 10 ish. By 2 PM, the water had slowed down....but still coming in good.
