I fished holly beach this morning. Visibility was about a foot. Schools of bait passed by every 20 to 30 minutes with trout busting them hard but they never wanted anything I threw at them. Tried four different baits and whole finger mullet. I moved to the jetties and picked up 4 trout no reds.

They were probably thrashing the pogies. You can catch some in a cast net and put them in a floating bait bucket. I like hanging them under a cork so I can adjust the depth. Flounder also love 'em. Probably the best live bait this time of year.
