Default Poker Tourney

I am hosting a Texas holdem tourney on our up coming cruise. Right now i have 16 players. expect 20 by the time we play. i'll set it up as 4 tables of 5 players play till a final table and then final winner that takes the $400 pot. Question is : How many chips do i need for each player? want the tourney to last 4 hrs max.
chips will have no denomination just starting w/ 1-2 small blind big blind.
$20 buy in no rebuys.

For our tourneys(every 2 weeks) we start with 10000 in chips.
12-$25
12-$100
9-$500
4-$1000.

We start with a $100-$200 blind.
I would increase blinds every 30 minutes to get to the 3-4 hour goal

I would also do 2 tables of 10 players instead of short handed

I don't know that the ship will have tables in the lounge big enough to play 10 per. i have 1000 chip set and was trying to not give a denomination to the chips just bet however many chips? I have never done a tourney only cash games so its a bit different.
