Default frozen plug on power trim refill

Can you help? My power trim is not going up and down properly. I was told it needed hydraulic fluid. The plug is threaded and it uses an allen wrench but I cannot remove the plug. I have sprayed it with penetrating oil for the past few days with no avail. I have tapped the allen wrench with a hammer putting pressure on it. Still nothing. Does anyone have any suggestions or is lack of fluid my problem? Please help!!!!!! Terry

I would try using a hand impact driver with an allen socket on it if there is room for it.
