That's exactly what I have been saying dink. As long as that second sentence is in there I'm voting no. They are basically wanting to pass a law that opens it up to restrictions. No yes vote here.

I will tell all of you... I asked my dad who is a lawyer and strict scrutiny is a legal term. It means if anybody tries to challenge the law there will have to be reviewed by the judges very very very carefully before anything can be changed. It is about as concrete as you can get in legal terms. I WILL be voting YES on 2
