Maybe place the lure in a dark box and take the pic from outside away from the box. Not sure but may be worth a shot(in the dark)

dark room with the bait glowing...with no flash on the camera has produced poor results?

Not sure how to do it either always comes out fuzzy.

That's kinda the way most of mine looked. They glow pretty good but don't show up in the pic. Mine is on hard plastic baits but I don't know why that would matter.

Try using a tripod to steady the camera and slow the shutter speed way down.
