On our way to grand isle last weekend he quoted someone over the phone 4,000 for a 3 ton 13 seer. The most basic you could get.

$4000 is cheap, if that includes all the duct work.

What size house are you building?

I have a 1900sf house and we have a 2ton heat pump unit (lennox)(2 stage) and we have a fully encapsulated house with spray foam on the rafters, in the walls, and the underside (house is on stilts).

Our house gets FRIDGID, as the wife likes it at 68 inside..

4 Ton is way to much unless your house is over 3500sf.. You need to make sure the proper Manual J calculation is done.. Also, there are some other things to consider when doing spray foam... 1 penetration for plumbing vents, sealed eaves, no vents etc etc

I have the spray foam and love it only concern is if I have a leak in the roof my average eltric bill for 2100sf home is 100 dollars.

I'm not an expert by any stretch but I would think yes. It'd be easier for them to almost finish before it's sprayed. You'd end up disturbing too much by trying to work up there after its done.
