I don't know eight people let alone eight groups of people that can agree on anything. And to say they are run by a counsel is just ludicrest.
Each state needs to take control back by local enforcement. State agencies and public groups need to take back the power taken by Feds.
State officials need to conduct fish surveys and use data as reson for disalusion of fed power.

Still an issue is the distruction of habitat and fish. And the Feds contridiction in law and lack of data. State agency needs to adress this. In Louisiana we have some natural reef but the rest is man made. I say get out from behind the desk and go fishing see for your self the state of red snapper as all here already know.
