True, but that all comes down to not having a budget for enforcement. It's much easier and cheaper to just shut all castnetting down than to try and police the dock or do surveillance and catch a few bad apples in the act.

I thought it would have been a good idea to get the prisioners out there cleaning up the dock mess, like they pick up roadside trash in Calcasieu. And if most of those prisioners were the ones who were ticketed for littering the dock with bycatch that would be even better.It would solve the problem of who cleans up the mess and maybe even be a deterent. But your right, it always comes down to funding issues.

I agree. It is kinda crappy for the responsible adults. But has anyone noticed that the ducks today were just not flien?
