State gets money from public use, NWR does not, and if letting the public onto Sabine and they trash the place costs more or takes up too much time for refuge staff, they simply do away with it without any repurcussions
Bingo, we have a winner! Those who use the NWR and trash them aren't necessarily poor, they are TRASHY! You can be poor and not trashy. Trashy people are no different than the oystermen, they have no SKIN in the game so they could care less what the place looks like when they leave. Bet you could follow those same people home and their place would look trashy also. The Feds are not the most energetic folks around but they don't have time to babysit adults.
