There may be a fix to the oil burning...but not the gas consumption.
Search for a Plenum kit. I bought mine from Hughes engines and it worked. I have a 98 1500 5.9 and it used to burn oil through a leak bw the plenum plate and intake. If you're somewhat mechanically inclined you can prolly fix it for less than $200.
