sounds like your motor inst tucked all the way in. to have to turn side to side to get on top something isnt right and dont think a hydrofoil woudl help. id start by looking at the mounting bracket and see if you can adjust it to let the motor trim down further. if its not adjustable id look into transom wedges. they will shim the top further out letting your motor tuck in further. they are only like 30bucks i believe and should fix your problem.
