If you already have a thru hull in your boat, you can tee off of it. You will just lose some water for your baitwell/fishwell when you washdown.
On my old boat, I had a 600 GPH Piranha Livewell Pump with an adjustable valve on the outlet to manage livewell flow. It had an extra threaded connection on the suction of the livewell pump for the washdown pump suction to connect to.

If you are going to cut a new hole in the bottom of your boat, I would get a boat yard to do it, just to make sure it is done right. You have to use a sealant like 3M 5200, which is made for underwater, or you can take on water if you use the wrong type sealant.
