This depends............
on what type bottom or dropoff you are fishing. Are you fishing structure or by a point or cut where there is moving water.
If it is a sandy or smooth botton.....I would slowly lift the bait every minute or so to move the bait. If the bottom is muddy or "rocky" to where your bait gets hung-up...don't move the bait.
For a dropoff.......do the same until you learn where the fish are located. Then just try to put the bait where the fish are located.
If you are fishing a structure.....do the same as for a dropoff.
Point or where there is current.....keep throwing the bait to different spots and maybe slowly move the bait until you find where the fish are located.
When fishing a current.....it is usually best to throw up current and let the bait "naturally" move with the water. Doing this is much harder to feel the bite because it is hard to keep the slack out of the line.
