Those millets work good but they don't last long once the head gets wet. Usually about 14 days is all the food value you can expect out of it. I agree with Trey, widgeon grass in a marsh below 12 parts can't be beat. In fresh water, almost any aquatics that mat up will hold some sort of bird concentration. If is above 12 parts all you can do is get your water LOW (less that 6 inches) and hope for the best. Hope this helps.
