I was told...[?????]..... that a hot water heater has a pipe inside on the inlet water line that goes down near the bottom of the tank. This is where the heater [burner] is heating the cold inlet water.

If this pipe has broken off, the cold water would be mixing with the hot water next to where the hotwater outlet line is located. This mixing of the hot/cold water would mean that your water would get cold [ie. warm] fairly fast.

Not sure if this is correct..... but it could be your problem.

First.....Flush out the bottom drain and see what it looks like.
