What service did he provide? An unbrushed flooded blind that prob hasn't been hunted all year. His service was to provide ducks which he didn't. Not to mention he was late. Its like going eat at a restaurant and not getting any food but still pay... you got a table, so you owe em still, right?
If the weather wasnt right, the guide should have cancelled. Fishing guides do it all the time. Do guides even scout anymore?
I think a PARTIAL refund if they dont shoot one shot is fair. just my .02
